This is a pilot year for PRM in using grants.gov. Therefore, the guidelines were posted on April 11, 2005 on the PRM website - www.state.gov/g/prm/fund/44517.htm - and the linkage to the e-grants portal could only be technically accomplished on April 21. Linkage to the portal provides applicants another route for sending proposals: for this fiscal year (2005), proposals can be sent directly to PRM/ECA.

PRM will consider proposals from international NGOs and IOs with proven track records in implementing internally displaced persons (IDP) and refugee assistance programs. Higher consideration will be given to organizations that have implemented PRM-funded projects, have experience implementing US government-funded shelter assistance projects, and have well-established operations in the Andes region: Colombia, Ecuador, Venezuela, and Panama.
In the Andes, emergency assistance (the first 90 days) for refugees and IDPs is desperately needed. PRM has a division of labor with USAID by which PRM provides assistance to Colombian IDPs in the emergency phase, USAID longer-term assistance. PRM also provides assistance to Colombian refugees in the neighboring countries. Emergency projects include emergency shelter, health care, water and sanitation, food and non-food items, and emergency employment generation for persons displaced by the violence in Colombia.
